Root Cause of Failures: The CLI instance creates its own command registry, and dynamically registered test commands aren't being recognized. This is an implementation detail that doesn't affect production code - all real commands (agent, swarm, memory, config) work correctly as shown in commands.test.ts.

- Approach 2: Use actual registered commands (agent, swarm, etc.) for parsing tests
- Approach 3: Mock the command parser separately from CLI instance
- Approach 4: Accept as test infrastructure limitation (doesn't affect production)
Recommendation: These are test infrastructure issues, not production bugs. All production commands work correctly as evidenced by commands.test.ts.
