Given a string, return a new string where all vowels are converted to uppercase and all other alphabetical characters are converted to lowercase.

- Vowels are `"a"`, `"e"`, `"i"`, `"o"`, and `"u"` in any case.
- Non-alphabetical characters should remain unchanged.
